I have the honour to forward copies of a memorised despatch (Enclosure No. 1) from His Excellency Sir Mark Young, Governor of Hong Kong, addressed to the Secretary of State for Colonial Affairs, which he requested might be transmitted to the Colonial Office, together with his remarks on alleged atrocities at Hong Kong (Enclosure No. 2). A report giving further information regarding the Governor, which may be of interest to the Colonial Office (Enclosure No. 3) is also attached.

I was a prisoner-of-war in the same camp as

Sir Mark Young at Woosung near Shanghai from 3rd June until 8th August, 1942, and was able to see him daily.
